Beijing's high-precision industry blueprint for the next five years is now set, covering next-generation information technology, biomedicine, artificial intelligence, and green low-carbon sectors.
According to the newly released "Beijing 15th Five-Year Plan for High-Precision Industry Development," the value-added output of these industries is projected to rise from 34.6% of the city's GDP in 2025 to 40% by 2030. At that point, Beijing aims to establish itself as a globally influential hub for emerging industries and a leader in future-oriented sectors, while also driving the Beijing-Tianjin-Hebei region toward becoming a more vibrant demonstration zone for new industrialization.
Back in late 2017, Beijing first identified ten key high-precision industries. During the 14th Five-Year Plan period, the scale of these industries reached the hundred-billion-yuan level, with three sectors—new-generation information technology, technology services, and biomedicine—surpassing the trillion-yuan mark.
A closer look at the latest plan reveals some shifts from the 2017 framework. For instance, "intelligent equipment" has been upgraded to "robotics and intelligent manufacturing," with a stronger emphasis on humanoid robots as a primary focus to drive advancements in equipment and manufacturing capabilities.
"Beijing's high-precision industries have consistently aligned with trends in technological revolution and industrial transformation, as well as the city's resource strengths, with ongoing optimization and adjustments," said Wu Zhiquan, director of the Research Office at the Beijing Municipal Bureau of Economy and Information Technology. He noted that the plan aligns with national strategic decisions and the city's overall development outline while highlighting Beijing's unique industrial characteristics.
The plan introduces a systematic top-level design for industrial structure, proposing a "2261" framework that categorizes industries into four tiers: advantageous leading industries, emerging pillar industries, capability-upgrading industries, and a future industry growth matrix. This structure aims to create a coordinated and tiered approach to industrial advancement.
The first "2" refers to optimizing the two leading industries: next-generation information technology and biomedicine. Both have already reached trillion-yuan scale, serving as the cornerstone of Beijing's high-precision economic output. During the 15th Five-Year Plan period, Beijing will prioritize intelligent-driven development in information technology, strengthening the integration of hardware and software, while in biomedicine, it will accelerate innovative drug development, promote traditional Chinese medicine innovation, and drive breakthroughs in innovative medical devices, digital health, wellness care, and the "beauty economy."
The second "2" covers emerging pillar industries: artificial intelligence and green low-carbon sectors. The goal is to transform these into new trillion-yuan industrial clusters. Beijing currently leads the nation in AI development, giving it a first-mover advantage, while the green low-carbon sector aligns with the national "dual carbon" strategy, positioning the city to seize opportunities in the ongoing energy transition and industrial transformation.
The "6" encompasses six capability-upgrading industries: integrated circuits, robotics and intelligent manufacturing, intelligent connected vehicles, aerospace technology, new materials, and new-type safety and emergency response. Beijing will push for technological breakthroughs and scale expansion in these areas, accelerating their transition from emerging players to core drivers.
The "1" represents the future industry growth matrix, focusing on six areas: future information, future health, future manufacturing, future energy, future materials, and future space. This matrix is designed to ensure sustained momentum, unlock potential, and provide forward-looking guidance, planting the seeds for Beijing's long-term industrial competitiveness.
The plan also introduces several new concepts, including the first-ever pilot initiative for building "future factories." Over the next five years, Beijing will focus on key industries such as robotics, biomedicine, and intelligent connected vehicles, leveraging technologies like digital twins, artificial intelligence, industrial internet, and next-generation networks to establish around 10 future factories characterized by flexibility, green low-carbon operations, autonomous intelligence, and integration of R&D, production, services, and tourism.
What exactly are future factories? "These facilities will pioneer a new manufacturing model combining 'humanoid robots, intelligent computing power, and green energy,' creating 'factory intelligent agents' that integrate R&D, production, operations, and maintenance across the entire value chain with self-iterative evolution," Wu explained. These factories will not only be smarter—with humanoid robots on duty and edge-side intelligent computing—but also greener, utilizing rooftop solar power and other methods to generate renewable energy supporting operations.
Future factories epitomize the trends of intelligent, green, and integrated development in Beijing's high-precision industries. During the 15th Five-Year Plan period, the city will push industries toward higher value-added segments, transitioning from scale leadership to value-driven leadership. This includes advancing AI-driven new industrialization with improved smart factory gradient cultivation, enhancing the green manufacturing system to accelerate traditional industry transformation, and deepening service-oriented manufacturing to bolster manufacturing service capabilities.
The plan sets 17 key indicators. By 2030, specific quantitative targets include manufacturing labor productivity reaching 1 million yuan per person, R&D spending by large-scale manufacturing enterprises accounting for 2.83% of operating revenue, the number of national-level smart factories growing from 19 in 2025 to 100, and national-level green factories increasing from 161 in 2025 to 260. Additionally, two binding indicators for energy consumption and carbon emissions are included. Notably, Beijing's current energy and water consumption levels are already among the most efficient at the provincial level nationwide, and the city will continue to lead in green low-carbon transformation during this period, strictly adhering to national requirements.
With the release of this plan, the spatial layout for Beijing's high-precision industries during the 15th Five-Year Plan period—characterized by close R&D-production integration, north-south connectivity, and Beijing-Tianjin-Hebei collaboration—will be further refined. Within the city, four R&D-production closely-integrated zones will be established to enhance the efficiency of innovation achievement transformation.
The Haidian-Changping zone will strengthen interaction between Zhongguancun Science City and Future Science City, forming a "pilot-scale production + manufacturing" science and technology cluster along the G6 Beijing-Tibet Expressway. The Huairou-Shunyi zone will leverage Huairou Science City's technological innovation strengths and Shunyi's advanced manufacturing capabilities to accelerate major innovation breakthroughs, forming industrial clusters characterized by key core technology advancements. The Fengtai-Fangshan zone will integrate Fengtai's headquarters resources with Liangxiang University City's educational and scientific resources, creating a new industrial area for new quality productive forces. The Economic Development Zone-Tongzhou-Daxing zone will intensify the deployment of national and municipal industrial technology innovation platforms, positioning itself as the main battleground for high-precision industries.
Reflecting on the 14th Five-Year Plan period, Beijing formed a northern R&D innovation belt and a southern advanced manufacturing belt. Looking ahead to the 15th Five-Year Plan, the city will promote pairing and collaboration between key science and technology parks and industrial parks across these two belts, improving the efficiency of converting scientific and technological achievements into practical applications. This will also drive the clustering of high-end factors in Chaoyang, Fengtai, and Shijingshan districts on both wings of the central city, fostering productive service industries centered on innovation services like pilot-scale production, and building a development pattern that is unobstructed north-south and interconnected citywide.
Within the broader Beijing-Tianjin-Hebei region, the "six chains and seven clusters" plan will be implemented through the "two corridors and four belts" strategy—developing the Beijing-Tianjin and Beijing-Xiong'an new quality productivity corridors, and building the Beijing-Baoding-Shijiazhuang, Beijing-Tangshan-Qinhuangdao, Beijing-Zhangjiakou-Chengde industrial belts, along with the coastal economic belt. Beijing will accelerate the integrated development of adjacent areas like the Tongzhou-Wuqing-Langfang industrial innovation pilot zone, deepen cooperation in key parks such as the Beijing-Tianjin cooperation demonstration zone, and focus on creating world-class advanced manufacturing clusters.
