Our city has announced key plans for building a modern industrial system during the 15th Five-Year Plan period, as revealed by the Municipal Development and Reform Commission. The blueprint underscores a commitment to smart, green, and integrated growth, creating a system led by cultural, sports, wellness, and tourism sectors alongside the modern marine industry. Key supporting industries include new energy, auto parts, electronic information, high-end equipment manufacturing, advanced materials, grain and oil processing, modern logistics, and specialty agriculture. The plan also prioritizes emerging and future sectors such as artificial intelligence, applied robotics, biomanufacturing, and the low-altitude economy.

To strengthen the leading industries, the city aims to build a sports and wellness tourism sector with comprehensive coverage, year-round appeal, and a fully integrated value chain. This strategy is designed to shift the city’s growth model from merely attracting visitors to retaining them for longer stays. Concurrently, the modern marine industry will focus on marine energy, maritime transport, marine equipment manufacturing, and fisheries, with the goal of establishing a nationally significant hub for modern marine industries.

In optimizing key industries, the new energy sector will pursue a balanced mix of wind, solar, and hydro power, targeting a cumulative installed capacity exceeding 15 million kilowatts for wind and solar by 2030. The auto parts industry is set to become a nationally leading manufacturing base, while the electronic information sector will develop clusters for applied electronics and smart terminals. The high-end equipment manufacturing industry aims to create a top-tier base for heavy equipment and port logistics. Additionally, the advanced materials sector will build a distinctive materials hub, and the grain and oil processing industry will become a major processing center in northern China.

For emerging and future industries, the city will accelerate progress in artificial intelligence through an "AI+" initiative. Applied robotics will be upgraded from mid-to-low-end products to more advanced offerings. Biomanufacturing is seen as a new competitive frontier, aiming to establish a robust innovation hub. The low-altitude economy will be nurtured as a strategic growth area for new productive forces. The hydrogen industry will see rapid development, creating a full supply chain covering production, storage, transport, and use. Furthermore, the computing power industry will pursue high-quality, large-scale growth.

These measures clarify the city’s primary development pathway and focal areas for the coming period, intended to drive industrial upgrades and expedite the creation of a modern industrial system uniquely suited to the city’s characteristics.
