A recent incident involving a family losing their subsistence allowance because their daughter traveled to Hong Kong for a concert has sparked widespread discussion online.

A user claiming to be the girl's cousin posted that before the trip, local paired-assistance workers and family members repeatedly urged the girl not to go, warning that high-consumption overseas travel could trigger a dynamic review of the subsistence allowance. Despite these warnings, she proceeded to Hong Kong.

Upon her return, the civil affairs department initiated a review based on her exit records, and online reports suggest the entire family's subsistence allowance was revoked. On September 6, reporters noted that the original post had been deleted.

The Ganzhou Civil Affairs Bureau responded, stating that reviews are currently underway at both the city level and in subordinate counties and districts, but specific details have yet to be confirmed.

According to information shared by netizens, the girl is a secondary vocational school student in Ganzhou from a financially struggling family that relies on a monthly subsistence allowance of around 2,000 yuan. She is an avid fan who saved approximately 3,000 to 5,000 yuan from summer part-time work and allowances to attend her idol's concert in Hong Kong.

Local support staff and her family had cautioned her that such spending abroad would trigger the review process and potentially jeopardize the family's eligibility. Nevertheless, she made the trip. The civil affairs department later identified her travel through big data and subsequently revoked the family's allowance entirely.

A relative claiming to be her cousin said the incident has been devastating for the family, describing it as "the sky falling." By September 6, the original post had been removed.

When contacted for comment, a duty officer at the Ganzhou Civil Affairs Bureau said investigations are ongoing at both the municipal and county levels, and the outcome is not yet certain. When asked which district the girl is from, the officer said the matter is still being looked into.

Legal analysis from Li Su, a lawyer at Beijing Huicheng Law Firm's Shanghai branch, suggests that if the reported situation is confirmed, the revocation would be legally justified, as subsistence allowance eligibility depends on overall household economic conditions and recipients are subject to dynamic reviews. Self-funded overseas travel and entertainment fall under high-consumption scenarios that can lead to termination of benefits.

However, the lawyer also noted that ending the entire family's allowance over a single entertainment expense leaves room for discussion regarding the principle of administrative proportionality. When deciding to halt payments, the civil affairs department should provide written reasons, and affected parties who disagree with the decision may apply for administrative reconsideration or file an administrative lawsuit.
