Jinran Public 2025 ESG Report: 502.21 million m³ Gas Sales, GHG Emissions Cut 4.01%

Tianjin Jinran Public Utilities Company Limited (“Jinran Public”) has released its 10th Environmental, Social and Governance Report, detailing 2025 operating, safety and sustainability metrics. The report covers the period 1 January–31 December 2025 and has been reviewed by the Board.

Corporate Governance and Compliance • No major compliance, corruption or environmental incidents were recorded in 2025. • 100 % of contracts, regulations and major decisions underwent legal review; 100 % of employees, management and suppliers signed integrity and compliance documents. • Safety‐related investment totalled RMB 8.58 million. Internal audits produced a 100 % rectification rate on 290 identified issues.

Operational Performance • Piped natural-gas sales reached 502.21 million m³. • The distribution network extended to 3,033.92 km, serving 607,400 users. • Thirty-eight gas-facility renovation projects were completed; 76 km of old risers and 107 km of pipeline were renewed. • All emergency repair work orders were dispatched within five minutes and achieved a 100 % on-time completion rate.

Digital and R&D Progress • R&D expenditure amounted to RMB 1.11 million, representing 0.07 % of revenue. • Geographic Information System data for the full medium- and low-pressure network were uploaded, and IoT meter roll-outs continued. • A PPB-level vehicle-mounted leak-detection system was deployed to enhance pipeline surveillance.

Environmental Performance and Targets • Total greenhouse-gas emissions (Scope 1 + 2) were 1,246.97 tonnes CO₂e, down 4.01 % year-on-year. • Electricity consumption fell 6 % to 0.95 million kWh; integrated energy consumption declined to 0.036 ten-thousand tons of standard coal. • Short-term target: 5 % reduction in total Scope 1 + 2 emissions by 2027 (base year 2025). Long-term target: 20 % cut by 2035. • Four distributed photovoltaic and EV-charging projects passed feasibility review; one charging-pile project is operational.

Workforce and Community • Headcount stood at 589 (39.77 % women); labour-contract signing rate was 100 %. • 8,496 total training hours delivered, averaging 26.55 hours per employee. • No work-related fatalities for the third consecutive year; 100 % of staff received health checks. • Public-welfare engagement reached 255 volunteer hours with RMB 0.02 million in donations.

Supply Chain • Jinran Public worked with 33 suppliers (2 in Tianjin, 31 elsewhere in Mainland China), all of whom signed safety and environmental responsibility agreements. • Safety, environmental and social criteria are embedded in supplier admission and annual evaluation, with a 100 % pass rate in 2025.

Outlook The Board pledges to deepen climate-risk management, accelerate green-energy projects and align business strategy with national dual-carbon goals while maintaining rigorous safety and compliance standards.
