At a full meeting of the Yulong County Aging Work Committee held on September 9, it was highlighted that 2026 marks the concluding year of the county's Three-Year Action Plan for Advancing High-Quality Elderly Care Development. The final phase demands elevated standards, stricter requirements, and greater accountability across all tasks. The meeting proposed focused efforts to ensure the successful completion of the three-year initiative.

Efforts will be made to consolidate the social security network and enhance the overall well-being of senior citizens. This includes continuously refining the elderly care support system, improving the funding and benefit adjustment mechanisms for basic pension and medical insurance, and ensuring effective implementation of policies at the grassroots level. Leveraging the integrated "One Card" management platform for fiscal funds benefiting farmers and residents, subsidies for senior citizens and care allowances will be distributed with precision. Furthermore, the mechanism for "automatic application, immediate approval" for senior allowances and service subsidies for economically disadvantaged elderly individuals will be promoted.

In a push to strengthen the foundations of elderly care services and complete the three-year plan, the county's Civil Affairs Bureau will take the lead in coordinating urban and rural care resources. The construction of regional care service centers and community-based home care service centers will be accelerated. In accordance with implementation guidelines issued by the Yunnan Provincial Government General Office on promoting the "Happiness Courtyard" model for enhancing care services for rural seniors and children, efforts will be tailored to local conditions and village-specific strategies. In principle, at least one "Happiness Courtyard" will be established in each administrative village. Existing village facilities, such as day-care centers, senior activity rooms, children's activity centers, and idle school buildings, will be renovated without extensive new construction. Basic functions like meal assistance, cleaning services, leisure activities, and caregiving will be reasonably incorporated, with necessary equipment and facilities installed. The courtyards will be managed by village committees, with daily operations overseen by village senior citizen associations. The target is to complete construction in 25% of the county's administrative villages by the end of 2026 and achieve full coverage by the end of 2027.

The meeting underscored that actively addressing population aging is a long-term and systematic livelihood project. All member units and townships are urged to align with national, provincial, and municipal requirements, focus on the final-phase tasks of the three-year action plan, strengthen coordination and collaboration, and refine service measures. By continuously improving the elderly care security and service systems, the county aims to meet the diverse and multi-level needs of elderly residents, striving to deliver a robust response to population aging and achieve positive outcomes for people's well-being.
