A special session of the county-level political advisory body was held on September 10th to deliberate on strategies for resolving financing difficulties encountered by small and medium-sized enterprises under the new economic conditions. The meeting, chaired by Xie Linmao, brought together key officials including Vice Chairmen Li Jianping, Bao Weihong, Lai Dongbei, Liu Puxin, and Li Hanhui, with Deputy County Mayor Wan Zhiming attending as a guest. The core objective was to foster coordinated efforts among government, financial institutions, and businesses to alleviate the pressures on SMEs, enhance their efficiency, and inject fresh momentum into the county's high-quality economic development.

To ensure the discussions were substantive and well-informed, a dedicated research group was established prior to the meeting. This group, comprising members of the standing committee, political advisors, and representatives from financial institutions, conducted in-depth field research in regions like Maoming Huazhou, Yunfu Luoding, and Zhaoqing Fengkai. They also carried out extensive surveys and consultations with local SMEs to thoroughly understand the current financing landscape, collect a wide range of opinions, and identify successful practices from other areas that could be adapted locally.

During the session, the research group delivered a detailed report on their preliminary findings, systematically outlining the main challenges discovered, the demands raised by various stakeholders, and the transferable lessons learned from other jurisdictions. Following this, a broad spectrum of participants, including SME representatives, financial regulators, banking institutions, relevant government departments, and members of the political advisory body, actively engaged in the discussion. They offered a range of targeted suggestions and strategic recommendations focused on the central theme of the meeting.

The discussions provided a thorough review of the current effectiveness of financial support mechanisms for businesses. The group meticulously identified the critical pain points and bottlenecks that hinder SME financing, while also laying out a clear action plan for inter-departmental collaboration in the next phase. Deputy County Mayor Wan Zhiming expressed gratitude on behalf of the county government for the long-standing contributions of the political advisors to the region's economic and social progress. He affirmed that the government would fully absorb the suggestions raised during the meeting to inform the decision-making of the county party committee and government. He stressed that solving financing problems requires a tripartite effort where the government takes the lead in building platforms, strengthening credit guarantees, improving services, and breaking down data silos. Banks, in turn, were encouraged to innovate with tailored financial products, streamline processes, and reduce costs, while enterprises must focus on standardizing their management and enhancing their own financing capabilities to collectively ensure that support measures are effectively implemented.

Chairman Xie Linmao noted that the advisors had pooled their collective wisdom and offered pertinent and constructive opinions. He expressed hope that the research group would absorb these valuable suggestions to accelerate the transformation of research outcomes into practical policies. Xie emphasized three key points for moving forward. First, it is essential to elevate political awareness by integrating SME financing services with broader initiatives such as the '百千万工程' (a key provincial development program) and industrial transformation and upgrading to promote precise financial support. Second, a problem-oriented approach is crucial, requiring innovative financing models, an optimized financial supply, and improved government-bank-enterprise coordination to effectively address the shortcomings in financing and improve service quality. Third, the political advisory body should leverage its unique advantages by taking proactive steps, offering genuine advice, strengthening oversight, and building consensus to help ensure that business-friendly policies are implemented, thereby supporting the healthy growth of SMEs through high-quality performance of its duties.
