He noted that this "move-in ready" approach has saved the company substantial costs.
As the Hainan Free Trade Port construction progresses steadily, the market's demand for diverse natural resource供给 has grown. During recent interviews across the island, reporters learned that Hainan is exploring multiple allocation methods, including combined supply, above-ground and underground layered supply, and land-as-equity investment, continuously improving its refined management capabilities for natural resource elements.
Flexible Supply: Precisely Matching Industrial Needs
In the past, market entities typically obtained land through traditional, single-method models. Now, Hainan is exploring flexible and diversified land supply methods to precisely cater to the differentiated needs of various industries and entities. In Youwen Village, Nanzhen Town, Danzhou City, plans are underway to build a rural agricultural tourism product sales center covering 2.35 mu. If the village collective had acquired this retail commercial land through traditional means, it would have needed to pay a one-time land transfer fee of 2.05 million yuan, posing a significant fundraising challenge. The "Implementation Rules for Lease-Then-Transfer of Industrial Land in Hainan Province" provided a solution. A relevant official from the Danzhou Natural Resources and Planning Bureau's Bay Area Division explained that this project utilizes the lease-then-transfer model, setting an initial five-year lease period with annual rent set at 5% of the total land price. Consequently, the village collective only bears minimal upfront land costs to begin construction and operation, settling the remaining payment once the project matures.
Under the lease-then-transfer policy, the Youwen Village agricultural tourism product sales center project has progressed rapidly and successfully brought in a professional operator. Li Yanlong, the village's First Secretary, stated that the village collective will receive "fixed dividends plus profit-sharing," while also ensuring nearby employment opportunities for villagers. Wanning City in Hainan has innovated its resource allocation by bundling mining rights with construction land for a unified transfer, successfully establishing a natural drinking mineral water plant, as pictured.
In Wanning, the shift from "separate transfers" to "combined supply" exemplifies flexible resource allocation. The Dongling Farm in the city boasts high-quality natural mineral water resources. Under the traditional model of separate mineral rights and land transfers, enterprises had to undergo two distinct approval processes, where any bottleneck in one step could delay the entire project. To address this, Wanning optimized its resource allocation strategy and bundled the mining rights and construction land into a single transfer package in June this year. A company representative noted that this approach simplifies approval procedures, shortens development cycles, and reduces potential disputes. "In the next step, we will expand the scope of bundling to explore combining forest and sea area resources with land, converting more resource advantages into development advantages," said Lin Wu, an official from the Wanning Natural Resources and Planning Bureau.
Rights Innovation: Activating Land Resources for Early Returns
Beyond flexible land supply, Hainan is actively revitalizing resource elements through innovative rights mechanisms, thereby driving industrial development. In the coastal shelterbelt forest of Dancunyuan Village, Sigeng Town, Dongfang City, farmer Wen Yite's thousands of free-range chickens are foraging. In June this year, Wen secured the city's first property rights certificate for understory space management rights, bolstering his confidence to expand his farming operations. Dongfang City has a solid foundation for its understory economy, but unclear ownership of understory space management rights had previously deterred social capital. Sun Xueya, director of the Forestry Service Center under the Dongfang Natural Resources and Planning Bureau, stated that by innovatively clarifying understory property boundaries, the city has achieved a win-win scenario for ecological protection, industrial development, and community benefits. Layered Supply: Expanding Space Below, Enhancing Returns Above

Moon Island, part of the Sanya Yazhou Bay Science and Technology City, a key park within the Free Trade Port, houses the Global Germplasm Resource Introduction and Transit Base. A cross-sea delivery pipeline lies buried deep beneath the seabed between Moon Island and the mainland. Chen Yunlai, a staff member from the Planning and Construction Department of the Sanya Yazhou Bay Science and Technology City Administration, explained that the project selected sub-seabed subsoil space for laying the pipeline, serving as a pioneering exploration for the approval of three-dimensional layered sea area rights. "This sea-use method both strengthens the ecological shield of the nearshore waters and advances the three-dimensional development of marine space, achieving a triple win for ecological benefits, economic gains, and management efficiency," he noted. Haikou has developed land resources three-dimensionally, resulting in Asia's first fully underground water treatment plant – the Jiangdong New Area High-Quality Drinking Water Plant.
If the pipeline's "sea crossing" represents tapping into space below, then Haikou's new water plant going underground exemplifies enhancing returns above. In Haikou's Jiangdong New Area, a high-quality drinking water plant spanning over 100 mu operates entirely underground. Above it sits a modern commercial office cluster with a total floor area of 208,000 square meters, creating a vertical development pattern of "underground safeguards for livelihoods, above-ground empowers industry." "Confronted with the challenges of scarce land resources and high ecological protection requirements, Haikou innovatively planned this Asian-first fully underground water plant," said Li Zhangcheng, deputy chief of the Ownership Rights Division at the Haikou Natural Resources and Planning Bureau. The project employs a layered land supply mechanism involving "underground allocation for public welfare, above-ground transfer to activate the market." This approach not only solves the difficult problem of siting and constructing municipal facilities in high-density urban development zones but also netted the government 610 million yuan in land transfer revenue. Commercial income continuously "feeds back" to support underground investment, boosting comprehensive land use efficiency by over 150%.
An official from the Hainan Provincial Department of Natural Resources and Planning stated that in recent years, Hainan has been actively building a full-lifecycle management system for natural resource elements – covering "approval, supply, use, and supervision." By offering flexible land supply tailored to specific industries, projects, and regions, implementing precise pricing, and allowing phased payments, the province reduces burdens on enterprises across three fronts: land price, capital, and time. This provides solid resource guarantees for the high-quality development of the Hainan Free Trade Port.
