A major procurement initiative has been launched for the Shenzhen Bao'an International Airport T2 terminal area and its supporting infrastructure, specifically targeting the automated people mover (APM) system vehicles and core electromechanical equipment integration. The project owner is Shenzhen Airport (Group) Co., Ltd., and the tender seeks a qualified contractor to manage the entire scope of this significant undertaking.
The selected bidder will be responsible for the comprehensive supply and installation of the APM system, which includes the vehicles themselves, along with suspended cranes and polarity conversion devices, as well as the track, power supply, operational management and central dispatching systems, signaling, communications, and platform screen doors. The contract covers the full project lifecycle, from design and equipment supply to installation, commissioning, acceptance testing, technical services including the provision of documents and drawings, and the warranty period.
The project has a budget estimate of 213,449,826.82 yuan and is located at Shenzhen Bao'an International Airport in Bao'an District, Shenzhen, Guangdong Province. The evaluation method will be qualitative review, with the final contractor determined through a direct vote by the tendering committee. Bids must be submitted by October 8, 2026, at 18:00.
Consortium bids are permitted, subject to specific conditions. A consortium must consist of no more than two members, including the lead partner, and no member is allowed to submit an independent bid or join another consortium. The consortium must submit a joint bidding agreement signed and sealed by legal representatives or authorized agents, which clearly outlines the division of work. If signed by an authorized agent, the agreement must be accompanied by the legal representative certificate, power of attorney, and a stamped copy of the agent's ID. Each party must possess the necessary qualifications for their assigned responsibilities. Importantly, the consortium lead must be a manufacturer of urban rail transit vehicles or a directly authorized agent of such a manufacturer.
