Zhejiang Unveils Plan to Upgrade Logistics and Warehousing Sector

The Zhejiang Provincial Development and Reform Commission has issued the Zhejiang Province Logistics and Warehousing Track Construction Plan, incorporating several key industry tasks into the framework.

The plan aims to address shortcomings in rural logistics and warehousing infrastructure. This includes constructing and upgrading county-level express delivery processing centers, township-level integrated logistics service stations, and village-level express service points, alongside improving cold-chain logistics and storage preservation facilities in mountainous and island counties.

Efforts will be made to strengthen logistics hub platforms by enhancing international transshipment and consolidation centers, cross-border e-commerce global collection warehouses, return and repair facilities, and international mail and express handling capabilities.

The plan calls for accelerating the layout of overseas pre-positioned warehouses. Support will be provided for enterprises to build overseas warehouses and cultivate provincial-level facilities. Cross-border e-commerce platform companies and logistics firms will be encouraged to develop consolidated warehousing in Zhejiang, with a focus on promoting pre-customs clearance measures.

The initiative seeks to cultivate leading logistics and warehousing enterprises. This involves expanding the scale of warehousing service companies rated 3A or above, facilitating the transformation of eligible warehousing firms into comprehensive logistics providers, and supporting applications for provincial-level leading logistics enterprise status.

Differentiated warehousing layouts are outlined across several specialized segments. Under the "supply chain warehousing" category, the plan embeds advanced manufacturing and hazardous chemical industry chains, developing integrated warehousing and distribution, vendor-managed inventory, and supply chain finance.

The "commercial circulation warehousing" direction covers cold chains, agricultural products, e-commerce express delivery, urban-rural distribution, and instant delivery. This includes developing e-commerce cloud warehouses, pre-positioned warehouses, cold-chain consolidation centers, pre-cooling facilities at production sites, and express delivery services reaching villages.

For "cross-border outbound warehousing," the focus is on overseas warehouses, pre-positioned facilities, bonded warehouses, and cross-border consolidation, with promotion of the public overseas warehouse model.

The "smart and green warehousing" segment emphasizes AI automation, zero-carbon parks, new energy equipment, and digital warehouse network platforms to advance intelligent sorting, unmanned inventory checks, and demand forecasting.

Under "warehouse-hub linkage," the plan develops multimodal transport warehousing clusters at seaports, airports, land ports, and railway hubs, promoting sea-rail combined transport and coordinated road-rail-water-air freight models.

The "new format warehousing" category covers shared cloud warehouses, dual-use facilities for normal and emergency scenarios, warehouse-based livestreaming and sales, pre-positioned warehouses combined with instant retail, integrated foreign trade plus cross-border e-commerce plus livestreaming plus overseas warehousing, and low-altitude logistics paired with warehousing. Innovative models such as "second-account cloud warehousing" and "digital co-distribution" will be promoted.

The plan includes a major project list for the logistics and warehousing track. Notable projects featured for key construction include the Yunda Wenzhou Smart Logistics Industrial Base, the YTO Jiaxing Global Aviation Logistics Hub, the YTO Express Yiwu Aviation Logistics Hub Base, and the ZTO Express Southern Zhejiang and Northern Fujian Center.
