Shenzhen Successfully Issues RMB 1 Billion Offshore Local Government Bonds in Macau

According to the Monetary Authority of Macau, the Shenzhen Municipal People's Government has successfully issued RMB 1 billion in local government bonds in Macau on the same day. This marks the second consecutive year that Shenzhen has issued offshore RMB local government bonds in Macau, and the first time it has issued Greater Bay Area-themed sustainable development bonds in the region.

The bonds were offered to professional investors with a total issuance size of RMB 1 billion, a tenor of three years, and a coupon rate of 1.41%. The proceeds will be allocated to projects related to water treatment and healthcare, and have already obtained the pre-issuance stage certification from the Hong Kong Quality Assurance Agency. The issuance attracted considerable market attention and was oversubscribed.

The Monetary Authority of Macau congratulated the successful bond issuance and expressed gratitude to the Ministry of Finance of the People's Republic of China and the Shenzhen Municipal People's Government for their support in Macau's continued efforts to advance the quality development of its distinctive financial industry. The Authority noted that Shenzhen's second issuance of offshore RMB local government bonds in Macau is a significant reflection of deepened financial cooperation between the two regions within the context of the Guangdong-Hong Kong-Macau Greater Bay Area integration. It is expected to encourage more issuers to raise funds through Macau's bond market and to highlight the joint commitment of Shenzhen and Macau to fostering innovation in the region's green and sustainable financial markets.

The Macau Special Administrative Region government stated that, in accordance with the goals of accelerating the development of the distinctive financial industry as set forth in its Five-Year Development Plan, it will continue to nurture and expand the local bond market. These efforts aim to facilitate substantive progress in the moderate economic diversification of the region.
