Shandong Expands Senior Care Services to Boost Well-Being of Elderly Residents

Community workers in Huatai Community, Gaozhuang Subdistrict, Laiwu District, Jinan, recently visited 74-year-old Zhu Hongying's home to inspect gas lines and help tidy her living space. Zhu affectionately refers to these visitors as "her children" — members of the community's "Orange Warm Sun" and "Shared Children" volunteer teams who regularly check on elderly residents.

Adapting to seasonal conditions and addressing common challenges faced by older adults, Huatai Community has made "door-knocking visits" a routine practice, keeping a close watch on the health and safety of seniors living alone or in empty nests. Staff regularly check electrical wiring, gas connections and other potential hazards, while also clearing clutter, assisting with organization and cleaning to make homes safer and more presentable.

To actively respond to an aging population and meet the growing health and care demands of the "silver-haired generation," Huatai Community has developed both indoor and outdoor complementary spaces — the "Taihe Huiling Xuan" and "Huamei Huiling Yuan." The indoor area features large-print books, brain-training games and other age-appropriate products, with dedicated zones for reading, gaming and structured activities. Outdoor spaces host fun sports events, square dance performances and more, creating a multi-dimensional activity hub for seniors.

The senior care model at Huatai Community reflects Shandong Province's broader commitment to strengthening elderly services and safeguarding the lives of its aging population. In recent years, localities across the province have expanded their care offerings, creating differentiated and finely tuned service scenarios tailored to older adults, and pushing senior care toward higher standards and wider coverage.

At the Tai'an Jiaoyun Health Care Center in Caiyuan Subdistrict, Tai'an City, facilities are organized into distinct zones for elderly care, medical treatment, rehabilitation and recreation. A team of rehabilitation therapists, social workers, psychological counselors and nutritionists remains on duty around the clock, delivering one-stop, meticulously managed care for seniors with disabilities or cognitive impairments. The center operates 121 senior care beds and 25 dialysis beds, outfitted with centralized oxygen supply, emergency call systems and other aging-friendly infrastructure, alongside an indoor rehab hall and an outdoor rooftop garden.

For residents with dementia, the center has created specialized "Zhiyi Xuan" and "Anyi Xuan" areas, using memory corridors, tactile walls and nostalgia-based therapy to provide targeted sensory stimulation and cognitive training. Comprehensive protocols for preventing wandering and falls have also been established to protect both the physical and mental well-being of these residents and ensure their safety when moving about.

While strengthening institutional care, Caiyuan Subdistrict is simultaneously addressing gaps in community- and home-based services, working to remove obstacles and pain points at the grassroots level. Houqili Community in the subdistrict has invested over 1 million yuan to build a professional senior care service platform, featuring a happiness cafeteria, chess and card rooms, a medical and health care suite, plus activity spaces for opera and local dignitaries. In addition, full-time general practitioners stationed at the community health service station provide basic medical care, appointment-based consultations and family doctor contracts. They also offer home visits, health checkups and rehabilitation services for seniors with limited mobility and for disabled residents, effectively bridging the "last mile" of elderly care delivery.

Workforce development is the cornerstone of improving senior care quality. Jinan High-tech Industrial Development Zone (Jinan High-tech Zone) has intensified efforts to cultivate and secure senior care talent, rolling out subsidy policies for graduates entering the eldercare field and vocational skill bonuses for nursing staff at various certification levels. Each year, more than 300 caregivers participate in professional training covering nursing skills, dementia care and emergency response. The zone has also established a caregiver grading and dynamic performance management system, evaluating staff on professional competence, service attitude and work output to continuously enhance the professionalism and overall capability of the care workforce.

Backed by strong talent development, Jinan High-tech Zone is deepening the integration of medical and senior care services, combining premium healthcare with eldercare resources to build a high-quality, multi-functional district-level care facility. The Jinan High-tech East District Elderly Care Center collaborates with hospitals and maintains two-way referral partnerships with top-tier medical institutions, including Shandong Provincial Hospital. It houses a nursing home, rehabilitation and wellness center, specialized dementia care units and end-of-life care areas, creating an innovative "medical, rehabilitation and care" integrated model that advances high-quality senior care.

"Supporting the elderly" is the foundation — but "bringing joy to the elderly" is the next-level aspiration of quality aged care. As night falls, the Traditional Chinese Medicine (TCM) culture night market at Xiangyang Community, Gulou Subdistrict, Dongchangfu District, Liaocheng City, draws bustling crowds. Seventy-two-year-old Zhang Guilan, holding her granddaughter's hand, receives a pulse diagnosis under volunteer guidance while teaching the child to identify herbal medicines.

With seniors making up more than 28% of the local population, Xiangyang Community has made its cultural academy the core venue for senior services, expanding its comprehensive service space to over 3,200 square meters. A senior university offers seven categories of courses, including calligraphy and vocal music, helping elderly residents continue learning. The community also partners with Dongchangfu District Maternal and Child Health Hospital to hold free TCM consultations every month, bringing health services directly to seniors' doorsteps — with more than 5,000 elderly residents served to date.

Across Gulou Subdistrict, each community showcases distinctive senior care initiatives. Wangkou Community has developed the "Qingnuan Sangyu" brand, integrating its happiness cafeteria with wellness services through regular activities such as meal assistance for the elderly, free health checkups and intangible cultural heritage experiences. Wanghu Community has organized a volunteer barber team that provides free home haircuts for elderly residents living alone. Wenxuan Community brings cultural performances, classic poetry recitations and handicraft workshops directly into nursing homes, ensuring bedridden seniors can participate in spiritual and cultural activities without leaving their facilities.

Looking ahead, Gulou Subdistrict plans to continue expanding its senior care scenarios and improving service quality, promoting full coverage of "silver-haired caregivers," and exploring new models such as smart elderly care and mutual aid among seniors — painting an ever more vibrant picture of happy aging across the subdistrict.
