The plan emphasizes enhancing inclusive digital financial services in rural areas, building on the demonstration project for fintech-enabled rural revitalization through a dedicated action initiative.

The initiative calls for proactive collaboration between government bodies, banks, enterprises, and agricultural stakeholders to streamline financing channels. Financial institutions are being encouraged to develop digital credit and insurance products that align closely with the unique characteristics of rural economic activities and the specific needs of rural residents. This includes promoting innovative models such as the "digital plus credit plus guarantee" approach.

Additionally, the plan advocates for the full integration of digital technology into insurance processes, spanning underwriting inspections, disaster damage assessments, and claims settlement. The goal is to achieve precise underwriting, efficient loss evaluation, and rapid claims processing, ultimately improving the accessibility, coverage, and overall satisfaction of inclusive financial services in rural regions.
