Jiangsu Introduces Two New Professional Titles, Pilot Programs Set for Nanjing, Suzhou, and Wuxi

Jiangsu Province has announced the addition of two new professional title categories in the digital economy sector, specifically for quantum information and the Internet of Things. This expansion brings the total number of digital economy sub-specialties to twelve. The initiative aims to address the gap in talent evaluation for emerging industries.

The new titles build upon Jiangsu's robust industrial foundation. The province's quantum information sector has established a complete industry chain, while its IoT industry leads nationally. Following the directive to accelerate the development of talent evaluation standards for emerging professional fields, Jiangsu adheres to the principle that talent evaluation should follow industrial development. This move opens up new career pathways for professionals in these two domains and is significant for accelerating talent cultivation and enabling employers to conduct more precise recruitment.

Each of the new professional titles spans three levels: junior, intermediate, and senior, designed to align with specific segments of the industry chain. The IoT specialty covers three main directions: perception and networking, platform, and application engineering. The quantum information specialty is subdivided into five areas: quantum computing, quantum communication, quantum precision measurement and sensing, quantum materials and devices, and quantum security.

The evaluation criteria now place substantially greater emphasis on core technologies, practical skills, and industry contributions, thereby enhancing the value of these certifications. Professionals who have achieved significant breakthroughs in basic research or frontier technologies within the IoT and quantum information fields, resolved major engineering challenges, or made substantial contributions may directly apply for senior title review. This also applies to high-level overseas talent and urgently needed professionals introduced to the province.

Technical professionals from private enterprises, along with urgently needed and outstanding young talent, can directly apply for review at the corresponding title level according to regulations. Additionally, the new evaluation processes include provisions favoring professionals working in remote and underdeveloped areas or on the front lines of grassroots IoT and quantum information engineering. For these individuals, work performance, professional capability, and years of grassroots service can serve as key references in recommendations and evaluations, with due consideration given to their dedication and practical achievements. Requirements regarding academic qualifications, seniority, research capabilities, and published papers may be appropriately relaxed.

Notably, both new specialty qualification criteria stipulate that inventions which have received substantive examination and formal patent grants from G20 member states, Singapore, or the European Patent Office can be used for professional title applications. This means that valuable overseas invention patents are now recognized within the title evaluation system.

This year, Jiangsu will conduct pilot evaluations. Nanjing and Suzhou have been selected to pilot the quantum information engineering professional title review. Meanwhile, Wuxi will serve as the pilot city for the Internet of Things specialty.
