Recently, the Department of Industry and Information Technology of Fujian Province and the Fujian Provincial Communications Administration have established a cooperative and coordinated working mechanism, aiming to fully leverage the functional advantages of the industry and communications authorities, integrate resources, and consolidate joint efforts to further solidify the digital infrastructure foundation and empower the development of the real economy.
The two parties have clarified the construction of a working architecture of "main leaders coordinating the overall situation, leading officials promoting implementation, and responsible departments executing specific tasks," focusing on the core mission of integrating new industrialization with the digital economy. Five special collaborative mechanisms are to be implemented, enabling precise and synchronized efforts to enhance efficiency and ensure effective implementation.
A consultation and coordination mechanism is being established to facilitate the effective implementation of the work. A routine joint conference working system is being established, with an annual detailed list of key collaborative tasks. This will involve targeted research into key cross-sector and cross-industry difficult issues such as industrial operation, computing facility layout, 5G + industrial internet, and industrial network data security, with regular work scheduling to ensure orderly and effective progress.
A key project co-cultivation mechanism is being improved to empower the digital and intelligent transformation of the industry. Closely aligned with the province's manufacturing digital, intelligent, and green transformation and development needs, the authorities will deepen inter-departmental division of labor, resource complementarity, and precisely cultivate and optimally recommend pilot demonstration projects in fields such as 5G+, artificial intelligence, and big data. This approach uses benchmark projects to lead industrial upgrading and promote the digital transformation of the province's industrial sector for enhanced quality and efficiency.
A network security co-governance mechanism is being constructed to strengthen the industrial security shield. This includes the establishment of an information sharing channel for industrial network security and data security, joint conduct of policy advocacy and risk inspections regarding the industrial internet, industrial data security, and connected vehicle security, and collaborative rectification of issues. It will improve risk joint prevention and incident coordinated handling models, jointly safeguarding industrial network and data security across the province.
Innovative co-building mechanisms are being developed to cultivate a highly capable professional team. The authorities will deepen the integration of Party building and business, carrying out thematic research and study in key areas such as new industrialization, computing network construction, industrial internet development, and network security protection. Joint activities including research visits, on-site teaching, and business exchanges will be organized to promote mutual learning, broaden work horizons, and enhance professional capabilities among officials, consolidating ideological consensus for business collaboration.
Finally, a mechanism for collectively showcasing typical experiences is being created to amplify the demonstration and leadership effect. The authorities will jointly explore excellent practical cases where next-generation communication technologies, the industrial internet, and artificial intelligence empower the manufacturing industry. Activities such as observation exchanges and experience promotion will be organized to systematically summarize mature solutions and innovative development models that can be replicated, promoted, and implemented. Efforts will be intensified to publicize and promote typical experiences, driving the province's digital transformation and upgrading through benchmark leadership, thus invigorating the digital economy of the new Fujian.
