Green Light Granted! Anhui University of Science and Technology's TISC Officially Launches Operations

Recent approval from the national intellectual property authority has marked a significant milestone for Anhui Province's innovation ecosystem. Anhui University of Science and Technology has received official authorization to commence full operations of its Technology and Innovation Support Center (TISC), following a rigorous joint evaluation by the World Intellectual Property Organization (WIPO) and the China National Intellectual Property Administration. This achievement positions the center as the sole officially operational TISC facility in the northern Anhui region, representing a pivotal advancement in Huainan City's public service framework for intellectual property.

The TISC initiative, a flagship collaborative project under WIPO's development agenda, is designed to deliver specialized public services to innovators. Leveraging comprehensive global patent information resources, the center will offer a suite of professional, non-profit services including patent search and analysis, early warning and strategic patent layout, intellectual property training, technology transfer support, and consultation on foreign-related intellectual property matters.

Anhui University of Science and Technology was selected as a second-phase TISC preparatory institution in December 2024. The university has established a robust intellectual property foundation, holding the top position among provincial universities in Anhui for four consecutive years in the number of invention patents. Notably, its innovative "Ecological Restoration of Mining Subsidence Areas and Water Surface Rice Cultivation Technology" transformation case was recognized among the first 15 exemplary cases for ecological restoration in production mines by the Ministry of Natural Resources in 2024, and was also named one of Anhui's top ten patent commercialization cases. Additionally, its service model, "Precision Services Empowering Achievement Transformation," was selected as one of Anhui's ten typical intellectual property public service cases for 2025.

Anhui currently hosts nine TISC institutions and 90 provincial-level intellectual property information service outlets, achieving complete coverage of all cities with provincial-level facilities. The official operation of the center at Anhui University of Science and Technology is expected to further refine the provincial distribution of intellectual property services, effectively closing the gap for national-level TISC coverage in the northern region and providing robust support for regional technological innovation and industrial upgrading.
