A batch of training equipment, idle for three years, has finally found a new home. In October 2025, through the National Public Institution Asset Redistribution and Sharing Platform (hereinafter referred to as the Redistribution Platform), a batch of training devices from the Huai'an Vocational Training Center in Jiangsu Province—worth nearly 690,000 yuan and idle for three years after 11 years of use, including programmable logic controllers, electric drive training benches, and electrical and electronic comprehensive experiment devices—were wholly transferred without compensation to Huai'an Technician College. Upon arrival, the college quickly established an electrical and electronic training room and a PLC programmable control training room, allowing 730 students to gain hands-on practice with these "seasoned devices."
Facilitating this cross-institution, no-cost transfer was a nationwide "network." In January 2025, the Ministry of Finance established the Redistribution Platform based on the integrated budget management system, creating an asset network connecting public institutions at the central, provincial, municipal, and county levels. By the end of July, this network had aggregated over 734,000 items of asset redistribution and demand information, completed the redistribution of more than 111,000 units of equipment, furniture, and other assets, and saved approximately 1.67 billion yuan in budget funds.
From "Hidden" to "Visible"
"It's equivalent to acquiring a million-yuan instrument at zero cost." At the Modern Analysis and Testing Center of Nanjing Forestry University, a lab technician is intently operating a digital polymerase chain reaction (PCR) instrument for forest tree gene function analysis experiments. This device, nearly a decade old, was left idle by its original owner due to a shift in research focus. Nanjing Forestry University "found" it on the Redistribution Platform, confirmed its excellent performance after evaluation, and applied for a no-cost transfer. "From application to completion takes just two to three months; a procurement process would take at least half a year to a year."
Even "niche" instruments can be sourced on the platform. The university's Bamboo Research Institute needed an atomic spectrophotometer. A quick search on the platform revealed that the Jiangsu Provincial Marine Law Enforcement and Supervision Center had one idle. After following due procedures, the two parties completed the redistribution seamlessly. Such "mutual discovery" is driven by data interconnectivity and information sharing. In the past, asset information was scattered across units, and the mindset of "department ownership, unit-specific use" left many assets "hidden in deep chambers, unknown to the world." Now, the Redistribution Platform enables standardized collection, centralized management, and dynamic updates of asset data, functioning like a vast and precise resource-matching engine, enabling supply and demand sides to connect in the cloud.
In Ningbo, this network addressed a pressing need for medical institutions. In August 2025, the First Affiliated Hospital of Ningbo University conducted a comprehensive inventory of medical equipment purchased during the pandemic, uploading information on 196 idle devices—including ventilators and respiratory humidification therapy units, valued at 21.88 million yuan—to the Redistribution Platform. Five medical institutions, including Ningbo Medical Center Li Huili Hospital and Ningbo No. 2 Hospital, quickly responded. "These devices are in good condition and serve as backup for us, but for sister hospitals, they're a lifeline," said a representative from the First Affiliated Hospital of Ningbo University.
Qingdao, meanwhile, has equipped this network with a "smart brain." To tackle challenges like asymmetric supply-demand information and low matching efficiency, the city employs artificial intelligence to deeply analyze resource attributes and demand characteristics, enabling precise asset matching. Demand units can also browse real-photo images of assets, facilitating "select-by-look" choices. In April 2025, municipal departments in Qingdao, including the Party School, replaced 198 computers and printers. Nearly simultaneously, the Redistribution Platform received demand information from rural schools facing equipment shortages. The AI system swiftly matched, and the equipment was quickly delivered.
Previously, each unit's asset information was recorded in its own ledgers, unknown to others; now, all holdings are consolidated into a "clear account"—who has what and who lacks what is evident at a glance. With supply and demand meeting, idle assets gain a way out.
From "Stuck" to "Seamless"
Cross-level, cross-system, and cross-regional asset transfers often stalled in the past due to adjustments in affiliation relationships, interest coordination, and procedural connections. The Redistribution Platform, deployed by the Ministry of Finance with unified business norms and technical standards, has opened a "green channel" for large-scale, cross-hierarchy, no-cost asset flow. In July 2025, the Qingdao Municipal Ocean Development Bureau transferred the "Xiangyanghong 18" research vessel, valued at over 56 million yuan, to the First Institute of Oceanography of the Ministry of Natural Resources via the Redistribution Platform. This survey ship, once serving regional marine research, has now expanded its navigational scope from coastal waters to the deep blue. In September of the same year, Qingdao completed its first cross-provincial redistribution with Tangshan, Hebei, sending more than 30 pieces of equipment over a thousand miles to support township development.
"From intra-city circulation to regional collaboration and now national flow, the radius of asset redistribution continues to expand. Behind this lies the institutional support of a 'national chessboard' approach, as well as tangible outcomes of local governments proactively aligning with national strategies and optimizing resource allocation," noted a representative from the Qingdao Municipal Finance Bureau. Increasingly, asset redistributions are transcending departmental, hierarchical, and regional boundaries. In Qinghai, Qinghai Vocational and Technical University redistributed 14 pieces of construction machinery—no longer needed in teaching after disciplinary optimization—to the Provincial Highway Bureau, moving these devices from classrooms to the front lines of transportation construction. In Yunnan, the Provincial Academy of Sciences redistributed 58 scientific research instruments, valued at 8.3945 million yuan, to two central government units stationed in Yunnan: the Institute of Medical Biology of the Chinese Academy of Medical Sciences and the Kunming Institute of Botany of the Chinese Academy of Sciences. In Jiangsu, the Nanjing Training Corps of the National Fire and Rescue Administration redistributed 2,040 sets of student iron beds and combination cabinets to three local colleges, promptly alleviating a "bed shortage" in student dormitories.
Much of the flow on the Redistribution Platform is downward, with assets sinking to the grassroots and services following to the people. "Great sound quality, very practical—teachers and students love them," smiled a staff member at Xiutang Township Central Primary School in Congjiang County, Qiandongnan Prefecture, Guizhou, referring to two electric pianos in the classroom—their previous "owners" were Guizhou Open University. This "handshake" spanning a thousand miles, from a provincial capital university's piano room to a remote mountain primary school classroom, originated from a single click on the Redistribution Platform. At Congjiang County Vocational Technical School, students in the automobile inspection program are practicing disassembly and assembly around eight vehicles. These vehicles were replacements from Guizhou Transportation Vocational University. The school spent not a single yuan to enhance its teaching equipment, giving over 500 students more hands-on opportunities. "A conventional procurement would have cost over 400,000 yuan," admitted a school staff member.
Batch after batch of surplus assets are flowing along this network to the grassroots: Dazhou, Sichuan, redistributed over 1,600 square meters of idle court office space to a county-level hospital in Dazhu, expanding medical service coverage from one town to four towns and raising daily patient capacity to 180 visits. Anhui brought in a batch of medical equipment from Shanghai and Wuhan, allocating it free of charge to grassroots medical facilities in northern and central Anhui, directly saving 3.805 million yuan in fiscal funds. Zhenjiang, Jiangsu, matched idle canteen tables and chairs and computers to senior citizen universities, children's palaces, and district-affiliated primary and secondary schools, saving over 14 million yuan. "This cross-level, cross-regional asset sharing solves the immediate problems of funding shortfalls and equipment shortages in county schools; in the long run, as quality resources settle downward, county-level education standards can rise," said a representative from Congjiang County Vocational Technical School.
From "Transferable" to "Well-Utilized"
Building the platform is just the first step. Ensuring every "sleeping" asset is put to best use requires institutional safeguards. Guizhou's "hard measure" is "redistribution first, budget approval after." To better advance asset redistribution, the province has set a firm rule: provincial administrative and public institutions must first consult the platform for available resources before any new asset allocation request is approved—otherwise, it will be rejected. Before asset scrapping, a preliminary appraisal is mandatory; any item with remaining value must be listed on the platform for recycling, effectively capping the budget's "master valve."
To prevent asset information from stagnating, Yunnan Province has established a more flexible redistribution mechanism—county-level assets not matched within 20 days are automatically elevated to the municipal level; if still unmatched after 30 days at that tier, they enter the provincial redistribution pool, and ultimately the Provincial Finance Department consolidates and reports them to the Redistribution Platform. Asset information is pushed layer by layer to a wider scope until a match is found. Beyond transferring, the focus is on effective use. The Liangzhou District Finance Bureau in Wuwei City, Gansu Province, has developed a practical approach: before redistribution, the receiving party must specify intended use, operational plans, and supporting safeguards in the application; after delivery, usage efficiency is incorporated into departmental asset performance management. For instance, after the idle school buildings of Daliu Primary School in Liangzhou District were converted into the Daliu Town Comprehensive Elderly Care Service Center, the District Finance Bureau systematically evaluated the center's foot traffic and building usage ratio. A bureau representative noted that if the revitalization and utilization rate falls below 60% within a year, the receiving party's relevant budget applications in the following year will be affected.
With institutional backing in place, regions are also finding creative ways to use idle assets more flexibly. Yiyang, Hunan, transferred the entire closed old city library to the adjacent Taohualun Primary School, increasing the school's area by one-third and adding over 800 student places. What would have required a 350-million-yuan expansion investment was resolved for less than 3 million yuan. When Sichuan Minzu College suddenly faced a shortage of 900 dormitory beds, Aba Normal University's seasonally idle apartment beds, wardrobes, and desks and chairs filled the gap perfectly—the redistribution mechanism enabled elastic asset allocation across both time and space.
What is being redistributed is assets; what is being renewed is mindset. From "cost-saving" to "efficiency-gaining," from "revitalization" to "value addition," this asset relay across mountains and seas unfolds every day. These practices demonstrate that making good use of existing stock can yield incremental gains; by invigorating their asset base, institutions can navigate tight budgets with poise and quality.
