Fengtai District Unveils 12-Point Support Plan to Boost High-Quality Cultural Industry Growth

On September 11th, the 2026 Audiovisual Industry Investment and Development Conference, themed "AI Light and Shadow Season - Investing in the Future: AI Empowering a New Ecosystem for Audiovisual Industry," opened at the XR Cloud Performance Center of the Nanzhongzhou International Cultural and Technology Park in Beijing's Fengtai District.

With AI technology as its core engine, the conference brought together industry leaders to explore new development paths for the audiovisual sector and build an AI-driven audiovisual industry ecosystem with distinct Fengtai characteristics. During the event, the district officially released the "Several Measures of Fengtai District for Promoting High-Quality Development of the Cultural Industry."

The measures are strategically structured around the cultural industry's upstream, midstream, and downstream value chain, focusing on upstream content creation, midstream scenario applications, and downstream IP derivatives and global expansion. Targeting six key areas—enhancing cultural enterprise quality, innovating digital publishing, clustering micro-drama industries, developing performance and consumption venues, advancing IP development and operations, and supporting cultural enterprises in "going global"—the initiative introduces 12 supportive actions, with individual project funding reaching up to 3 million yuan.

At the event, five major audiovisual projects were unveiled across three key partnerships and two independent launches. The Nanzhongzhou Digital Intelligence Industry Building made its official debut alongside the Feng Fun OPC Community, establishing a lightweight audiovisual entrepreneurship hub along the Central Axis. Fengtai Cultural Tourism Group inked a cooperation agreement with China Animation Group's Zhongman (Beijing) Art Media Co., Ltd. to create an integrated "culture-commerce-tourism-broadcasting" ecosystem. People's Fine Arts Publishing House, through its subsidiary Renmei New Media Technology (Beijing) Co., Ltd., signed with Beijing Huijin Zhiying Technology Co., Ltd. to jointly develop the "Fire of Heritage Shining Across Mountains and Rivers" red culture audiovisual IP project. Additionally, the Visual Effects Committee of the China Film Art Society signed an agreement with Nanzhongzhou International Cultural and Technology Park to establish and license a training base, while Yunxi Company launched its groundbreaking spatial audio large model CAVivid, which leverages the domestically developed Jingcai Sound standard to generate native three-dimensional sound fields.

Looking ahead, a senior official from Fengtai District stated that the district will continue improving its policy support framework, strengthening fund guidance and financial empowerment, and accelerating the implementation of high-quality projects. The goal is to build a comprehensive, full-chain industrial ecosystem, enhance key platforms such as the Nanzhongzhou International Cultural and Technology Park, attract more leading audiovisual enterprises, innovative teams, and top-tier talent to Fengtai, and position the district as a nationally influential hub for AI-driven audiovisual industries.
