The market regulation department of Jiujiang District in Wuhu recently issued business licenses to a group of single-person companies, marking a milestone for the local digital creative sector.
These 19 companies, each established by a sole natural person shareholder, have collectively moved into the Wuhu Perfect Dimension AIGC Film Center and OPC Community. This development signals the shift of the city's first specialized AIGC (AI-Generated Content) film creator community project from the signing stage to substantive operational phase.
OPC refers to the "One Person Company" model in the entrepreneurial context, which specifically denotes a new form of business built around a "single core founder plus AI toolchain." This structure enables an individual to independently complete the entire process of product development, sales, and delivery, effectively functioning as a "super individual."
The Perfect Dimension AIGC Film Center and OPC Community project is a collaborative effort among the Jiujiang District government, Perfect World Culture Technology, and Jiangsu Perfect Dimension. The project leverages AIGC technology to build a digital cultural creativity industry platform, focusing on the industrialized production and IP operation of AI comics, AI simulated human dramas, and AI interactive short dramas. It establishes a new content production line combining an "AI creative middle platform with manual fine-tuning."
The 19 companies that have completed their business license registration are the first batch of incubated results from the Perfect Dimension AIGC Film Center and OPC Community training program. "In mid-August, we conducted an initial 10-day free intensive training session," a project representative explained. "The training covered multiple AIGC film-related areas, including digital content production, animation and game development, and camera and video production services."
Among the first batch of 19 single-person companies, most founders are university graduates in their 20s, while some are working professionals aged 30 to 40. All share a strong interest in AI and aspire to make meaningful contributions in this field.
The OPC Community is characterized by its "one person company" approach, bringing industry entrepreneurs and practitioners together. Its goal is to lower the barrier to digital content creation, cultivate local cultural creative talent, and enable more "super individuals" to realize their entrepreneurial dreams in the AI era.
The AIGC Film Center and OPC Community provides comprehensive support services to resident companies, including talent development, computing power support, external order acquisition, and IP monetization. "Last Saturday, we distributed AI short drama script outlines from external clients to these single-person companies and began assigning orders to them," the representative noted. "We expect each company to produce one to two titles per month initially. As they become more proficient with AI tools, they should be able to complete three or more titles monthly, allowing them to focus solely on product creation."
The second Perfect Dimension AIGC empowerment training camp is scheduled to launch soon. In recent years, Jiujiang District has positioned film, animation, and short dramas as the core track of its digital creative industry, continuously deepening its "state-owned capital leading investment plus industrial chain recruitment" model.
To date, Jiujiang District has attracted a cluster of high-quality upstream and downstream enterprises in gaming and animation, AIGC content, and immersive cultural tourism, with industry scale and development capabilities ranking among the top in the province. In 2025, the district's gaming and animation industry generated revenue of 15.225 billion yuan, while regulated cultural enterprises achieved revenue of 18.407 billion yuan.
Looking ahead, Jiujiang District will continue to deepen the integration of culture and technological innovation, further refine the complete AIGC film industry chain, and strive to establish itself as a provincial-level innovation hub for the digital culture industry.
