Jiangsu Province has unveiled two new professional title categories tailored to the digital economy, specifically targeting the rapidly advancing fields of quantum information and the Internet of Things (IoT). The announcement follows an official directive from the provincial human resources and social security authorities, broadening the talent evaluation framework beyond the existing 10 digital economy sub-specialties.

This strategic expansion fills a critical gap in the assessment of emerging industry professionals, building on Jiangsu's robust industrial foundation. With its quantum information sector now boasting a fully integrated industrial chain and its IoT industry leading the nation, the province is aligning its talent recognition systems with the pace of industrial development. By creating clear career advancement pathways for technical experts in these two domains, the initiative is set to accelerate the cultivation of specialized talent and streamline precise recruitment for employers.

The newly introduced titles are structured across three tiers—junior, intermediate, and senior—and are carefully designed to align with the nuanced sub-fields of their respective industries. Specifically, the IoT specialty encompasses three principal directions: sensor networking, platform development, and application engineering. Meanwhile, the quantum information discipline is categorized into five distinct areas: quantum computing, quantum communication, quantum precision measurement and sensing, quantum materials and devices, and quantum security.

Evaluation criteria will now place significant weight on core technology proficiency, hands-on operational capability, and direct contributions to the industry, thereby enhancing the prestige and value of these certifications. In a notable provision, exceptional professionals in IoT and quantum information who achieve milestone breakthroughs or solve major engineering challenges may bypass standard procedures and directly apply for senior title evaluation. This fast-track also extends to overseas high-level talent and individuals with critical, in-demand skills.

Furthermore, high-caliber technical professionals from private enterprises, along with urgently needed and outstanding young talent, are eligible to directly apply for the appropriate title level. The new regulations also incorporate supportive measures for specialists working in remote, underdeveloped regions and front-line engineering roles. For these individuals, practical work performance, professional capability, and years of grassroots service will serve as key criteria for recommendation and assessment, with leniency applied to traditional requirements concerning academic qualifications, seniority, research output, and published papers.

In a forward-thinking move, the qualification standards for both new specialties explicitly acknowledge patents granted after substantive examination by G20 member states, Singapore, and the European Patent Office. This integration of valuable overseas intellectual property into the title evaluation system signals a more globally aligned approach to recognizing professional achievement.

Pilot assessments are scheduled to commence this year, with Nanjing and Suzhou selected to trial the quantum information engineering titles. In parallel, Wuxi will serve as the pilot city for the IoT professional category, marking a deliberate and phased rollout of this significant workforce development strategy.
