A fresh wave of tender results for energy storage projects in Xinjiang has recently been released, with a substantial scale. Five independent energy storage ventures have sequentially announced their winning bidders, spanning locations including Turpan, Shihezi, Yingjisha in Kashgar, Wushi in Aksu, and Qiemo in Bayingolin. The combined winning bids total approximately 4.16 billion yuan.
In terms of project magnitude, most are grid-scale independent storage facilities in the hundreds of megawatts range. Several adopt grid-forming storage technology and are paired with 220kV booster stations and transmission infrastructure. The aggregate amount for the five projects stands at roughly 4.16 billion yuan, all designated as new-type energy storage initiatives in Xinjiang.
The Rongchang Turpan Gaochang District 200MW/800MWh Hybrid Independent New-Type Energy Storage Project is situated in Gaochang District, Turpan City, with a planned installed capacity of 200MW/800MWh. The site covers about 80 acres and includes the construction of one 220kV collection station along with supporting transmission lines. The tender scope encompasses the storage station, booster station, bay expansion, transmission routes, as well as survey and design, procurement and construction, installation and commissioning, and operational handover. The top bidder is Shaanxi Construction Engineering New Energy Co., Ltd., with a bid price of 542.3969 million yuan, approximately 542 million yuan.
The 8th Division Shihezi City 500MW/2000MWh Independent Energy Storage Project (Phase I 250MW/1000MWh) EPC General Contracting is based at the 147th Regiment, 20th Company, Manas County, Shihezi City. This phase features a construction scale of 250MW/1000MWh, utilizing lithium iron phosphate batteries with 40 units of 6.25MW/25MWh storage battery arrays, alongside the construction of one new 220kV booster station. The leading bidder, headed by PowerChina Jiangxi Electric Power Design Institute Co., Ltd., in consortium with Shanghai Chenxiu Electric Power Construction Co., Ltd. and Jiangxi PowerChina Engineering Construction Management Co., Ltd., submitted a bid of 735.7015 million yuan, roughly 736 million yuan.
The largest contract among this cohort is the Yiyatong Yingjisha County 300MW/1200MWh Grid-Forming Independent Energy Storage Project PC General Contracting, with a winning bid exceeding 1.1 billion yuan. Located in Yingjisha County, Kashgar Prefecture, Xinjiang, the project involves the construction of a new 300MW/1200MWh grid-forming independent storage station and one 220kV collection station, complete with supporting transmission works. The storage system adopts lithium iron phosphate battery technology, connecting via 12 circuits of 35kV cable lines into the newly built 220kV step-up collection station, with the entire facility delivered in a single phase. The winning contractor is China Construction Second Engineering Bureau Co., Ltd., at a bid price of 1.1761 billion yuan, around 1.176 billion yuan.
The Shuangjie Wushi 250MW/1000MWh Grid-Forming Independent Energy Storage Project (Second Tender) has also unveiled its outcome. The development scope is 250MW/1000MWh, including a new Shuangjie Wushi 220kV step-up collection station. The project is rolled out in two stages: Phase I at 200MW/800MWh and Phase II at 50MW/200MWh. The frontrunner is Guangdong Yuantian Engineering Co., Ltd. together with China Energy Engineering Group Xinjiang Electric Power Design Institute Co., Ltd., with a combined tender offer of 1.0161 billion yuan, approximately 1.016 billion yuan.
The Xinjiang Qiemo 250MW/1000MWh Grid-Forming Independent New-Type Energy Storage Project EPC General Contracting is located in the Kunlun Industrial Park, Qiemo County, Bayingolin Mongol Autonomous Prefecture. The storage construction capacity is 250MW/1000MWh, also based on lithium iron phosphate batteries, planning 40 units of 6.25MW/25MWh storage cells and one new 220kV booster station, ultimately connecting to the 220kV side of the 750kV Qiemo substation. The lead bidder, China Energy Engineering Group Hunan Electric Power Design Institute Co., Ltd., along with Xingneng Electric Power Construction Co., Ltd., tendered a price of 689.29 million yuan, about 689 million yuan.
Ranging from 542 million yuan to 1.176 billion yuan, the combined first-place bids for these five storage projects total 4.15957 billion yuan. The cumulative installed capacity of this batch exceeds 1GW, with storage capacity surpassing 4GWh. Notably, the Shihezi project represents only the initial phase of a broader 500MW/2000MWh blueprint. With winning bidders now progressively confirmed, Xinjiang's new-type energy storage drive continues to advance, and the next steps involving equipment procurement, on-site delivery, and construction execution are set to unfold.
