While Brazil’s packaging sector posted growth in the second quarter of 2026, economic pressures and shifting consumption behaviors suggest a more cautious outlook for demand through 2027.\nGrowth masks mounting pressure on consumption and packaging demand\nBrazilian paper and corrugated packaging production index increased by 2.1% in the second quarter of 2026 compared with the first quarter of the year, according to data from a recent survey by the Brazilian Institute of Economics at the Getulio Vargas Foundation (FGV Ibre). \nPublished by the Brazilian Packaging Association (ABRE) on Friday August 28, the research showed that the Brazilian packaging industry as a whole, encompassing paper and corrugated packaging as well as metal, glass and plastic packaging, recorded a 2.4% increase compared with the previous quarter. \nDespite the growth recorded in the latest quarter, the Brazilian packaging industry continues to face a challenging environment marked by limited growth prospects alongside increasing pressure on costs and issues with consumption that include high rates of electronic betting in the country and a crisis in the retail sector. \nAccording to projections from FGV Ibre, the outlook for year-end remains modest: packaging production is expected to grow by 0.2% in 2026, following a 0.3% contraction in 2025. The macroeconomic environment is one of the key areas of concern for the packaging sector. The research indicated that, following a stronger first quarter, the Brazilian economy has begun to lose momentum, leading to a gross domestic product (GDP) growth forecast of 1.8% for 2026, down from 2.3% in 2025. \nInflation also remains above the Brazilian Central Bank’s target range. Expectations from the Focus Survey cited in the research point to consumer inflation (IPCA) of 5.0% in 2026 and 4.2% in 2027, while the benchmark Selic interest rate is projected at 13.75% by the end of 2026 and 12.0% by the end of 2027. \nFGV Ibre also signaled a sharper slowdown at the beginning of 2027, citing rising household indebtedness, greater caution among banks, geopolitical tensions, climate-related effects associated with El Niño and expectations of fiscal adjustment under the next administration among the factors weighing on the outlook. \nAccording to Fastmarkets’ senior economist Rafael Barisauskas, household debt levels are increasing across Latin America and Brazil is no exception. \n“The share of households with any kind of debt in Brazil was above 81.6% in July, the highest level on record and much above the 71% seen during the pandemic between 2020 and 2022,” Barisauskas noted. \n“This suggests people are struggling to make ends meet and are taking on credit to buy basic necessities. Debt service payments comprise about 30% of households’ monthly income in Brazil, meaning people must adapt to a reality where they cannot consume as much as before,” he added. \nAccording to Barisauskas, “as a consequence and also, partially, a cause, we saw households spending more on miraculous promises of easy money, such as online gambling, which has grown non-stop in the region in the last five years.” \nIn Brazil, estimates indicate that online gambling has removed between $49 billion and $70 billion from the market, equivalent to the GDP of countries such as Paraguay or Uruguay. For retailers alone, losses in 2025 were equivalent to $28 billion in sales, more than what they would typically earn during peak shopping seasons such as Christmas. \n“It is not surprising to hear stories that people are ordering dinner online and paying for it in three or four monthly installments, which naturally affects the potential for growth in goods and, thus, packaging, mainly boxboard but also, to some degree, containerboard,” Barisauskas said. \nChanging consumption patterns\nWhile FGV Ibre projects household consumption to grow by 2% in 2026, shifts in consumer behavior are already having immediate and varied impacts across the packaging sector. \nThe food industry, for example, recorded a 1.5% decline in the first half of 2026 compared with the second half of 2025. \nThe growing adoption of weight-loss medications, despite the lack of precise data on the number of users, was highlighted by the FGV Ibre report as one of the factors reshaping consumption patterns among Brazilian households. \nAccording to studies compiled by the institution, households with at least one user of this type of medication reduce supermarket spending by 5.3% during the first six months of use. \nThe pharmaceutical and fine chemicals sector was another sector to post weaker performance, with output declining 3.5% in the first half of this year compared with the second half of last year, according to FGV Ibre data. \nRetail sector strain\nAnother trend highlighted by the FGV Ibre research concerns the contraction of traditional retail. While e-commerce continued to expand, accounting for 20.2% of total retail company sales in the second quarter of 2026, brick-and-mortar retailers have faced mounting challenges in the near term. \nThe judicial restructuring filing by Brazilian retailer Casas Bahia in the second half of August stands as the latest example, joining a trend that has affected four other major chains, namely Americanas, Carrefour, Marisa and Magazine Luiza, since late 2022. \n“When retail activity remains sluggish, the most immediate impacts are felt in containerboard. In any case, Brazil’s economic environment has been challenging for the domestic market as a whole, affecting even large end-users,” a participant in the boxboard and containerboard markets told Fastmarkets. \n“The seasonal upswing typically seen in the second half of the year should already be making itself felt, but there are still doubts as to whether the third quarter will be stronger or continue to underperform, as it has so far,” the source added in a recent conversation with Fastmarkets. \nAccording to another boxboard market participant, the financial health of Brazil’s printing industry has become a growing concern. \n“There are many heavily leveraged printing companies and that is something to watch closely. If the market continues to show this level of weakness, we could begin to see payment issues emerge, which would primarily affect domestic boxboard producers, given their dominant share of the market,” the source said. \nBarisauskas explained that boxboard sales are much more correlated with disposable income than containerboard demand in Latin America, as the region has specialized its export profile in basic goods that require some corrugated packaging to be shipped overseas, such as fruits and animal protein. \n“Boxboard demand is much more correlated with what is being consumed by households on a daily basis, mainly fast-moving consumer goods, which often have very narrow margins for end-users and often rely on scaling up sales to make up for the small individual margin,” he said. \n“In a scenario where consumers are struggling to make ends meet, they are much more sensitive to retail price increases and thus favor migrating to the most economical packaging option from a cost perspective. This is why consumer habit changes, either because of budget restrictions or new preferences, such as eating less, are trimming so hard the consumption of boxboard in Latin America,” Barisauskas added. \nFastmarkets’ latest Latin America Pulp and Paper forecast points to a modest 0.1% increase in boxboard demand in Brazil in 2027 to 1.15 million tonnes, following stagnation between 2025 and 2026. Containerboard demand, meanwhile, is forecast to grow by 0.9% in 2027 to 5.1 million tonnes, well below the 3% average recorded between 2022 and 2024, highlighting the slowdown affecting both markets.\nAlthough packaging production showed resilience in the latest quarter, market participants continue to monitor economic conditions, consumer spending trends and retail performance for signs of future demand changes.
