For packaging buyers reliant on corrugated packaging, the situation highlights how supply disruptions can influence procurement strategies, cost forecasting, and budgeting decisions.\nTightening kraftliner availability raises concerns over packaging costs and procurement planning\nThe closure of around 4 million tonnes of containerboard capacity in the US from early 2025 to March 2026 has left Latin American non-integrated corrugated paper mills that relied on this supply facing a sudden paper shortage in August, sources have told Fastmarkets.\nDuring the ACCCSA (Asociación de Corrugadores del Caribe, Centro y Sur América) meeting held in Guatemala on August 25-27, buyers were lining up for paper, especially kraftliner, while suppliers were confident of implementing a $100 per tonne price increase for September sales.\n“My US supplier just skipped supply for a month and could only guarantee half of my contracted tonnes for the coming months. The issue is not even the price, but the supply,” a source said.\nA second source said the market had apparently entered “panic mode”, with many buyers caught with short inventories. “Corrugated board demand was not improving much in the region and everyone was working on a safe mode, avoiding inventories to tackle costs. With the sudden change in supply pattern, they now have a problem.”\nFastmarkets spoke with buyers from several countries, including Ecuador, Guatemala, Mexico, Peru, Chile and Bolivia, all of whom expressed concern about rising costs ahead.\n“We saw that capacity was being shut down in the US, but many felt that they would be able to keep their regular supply, which is not happening. The issue also is that demand is not good and there are no ways to pass on higher costs to our end users,” a third market participant said.\nA fourth source said every kraftliner buyer in the region is looking for alternatives, with Brazilian virgin paper and high-quality recycled testliner from Europe among the options. “We are not even talking about costs now, as this paper from Europe will arrive here pressured by freight, but we need alternatives. We are more open now to test recycled containerboard alternatives, something that for the fruit market was not an option before,” he said.\nA question arising in all conversations is whether the perception of tighter US paper supply will persist in the long run. “I see this was caused by a better performance of the US market in the second quarter, combined with an issue at International Paper’s Pine Hill in July, but things should get back to normal in a couple of months,” a source said.\nThere were different opinions on the topic, with some supply-side sources arguing that structural changes are taking place in kraftliner supply. “There were high-cost tonnes in old mills that will not return. The kraftliner market is readapting to new sources of supply and there are no ways to easily or quickly substitute everything that left the market. We believe the pressure will continue, at least for kraftliner,” a source said.\nThe evolving containerboard market underscores the importance of monitoring packaging supply conditions alongside broader commodity risks.
